They literally have nothing but Zelda. If it's not the best game in the series since the N64 then they might as well not even be at E3 this year. How shitty do things have to be if they are only bringing one game, and not giving any sure if formal presentation?
All of Nintendo's actions as of late point to the probability that they are bracing for a worst-case scenario. The NX might be their last console, and they know it. They can't afford anymore embarrassments like they had last year, so they've decided to forego a significant presence at E3 for the sake of shielding the NX.

I would rather wait for the games to be ready to actually show. Nintendo conferences have always been filled with "We're working on X but we have nothing to show but the title art which still says Working Title", which people then bitch about.

Nintendo hasn't been the market leader since the 90s. They don't have a say in what's relevant and what isn't anymore. They had a brief fluke success with the Wii but it didn't even last a whole generation.
E3 is as huge as it's ever been, and Nintendo's withdrawal from it is a sign of Nintendo's decline, not the show's.
