Let's assume everyone is using the same numbers from their respective games.
In TF2, the health pool generally goes from 125-300. In Overwatch it's 150-600. A character like Tracer can easily kill a 200 HP character in Overwatch by just dashing behind them and spraying them with 240 damage in a second. Against TF2 characters that would kill anyone but the Heavy.
Similarly, Widowmaker and the Sniper do similar damage, but Widowmaker charges those body shots so much faster. You think it's bad that she one shots Zenyatta? She'd be one shotting 5/9 classes here with only a second of time between each one.

Zarya plays absolutely nothing like Heavy.
Bastion would technically be closer, and even that is sort of a stretch.

Bastion is a lot like the old Heavy.
Old Heavy would walk around with his shotgun out while mobile, and would only rev up in key positions since it left him so immobile. Bastion does that with his recon form, switching to his sentry mode when it's time to mow down a team or he's got a good position. And then the repair feature is basically like the sandvich.
I think Genji is more like Scout than Tracer, they both have the horizontal and vertical movement due to double jump

Heavy is kind of split up between the tank classes
Zarya gets the big gun look, D.Va gets the minigun, Roadhog gets the healing

Tracer's damage output is more like the Scout's. If you're really good at getting in close and aiming, she can wipe people out in a second of fire, just like the Scout can with 2 meat shots. If you're not, you can still move around quickly and annoy people by taking a quarter of their health away while being hard to hit.

Good Genji's can delete people just as fast, and thanks to swift strike most literally never see him during

Swift Strike plus a volley of shurikens can only do about 134 damage. Maybe if you mix in another one you can do 218, but Tracer will probably do it in the same time if not faster.
Honestly, Genji in a roundabout way resembles the Spy, or at least what he should be. Gets in quick, takes people by surprise and fucks them up and gets out. He just doesn't have the ability to go invisible and instant kill with backstabs in exchange for having far greater movement and defensive options.
