No, he was telling him that it's chinatown. That nobody gives a shit about what happens there and there's no point in trying.

Jake had previously gotten really invested in a case in Chinatown that ended badly. He failed and blamed himself.

History was repeating itself and his partner was reminding him that there was nothing he could really do and it wasn't worth it.

Considered by many to be the best screenplay ever written by the way.

Ya i gotta agree that the 70s style was too much for me too. Even the wisecracking lead was too "70s cool".

Someone like The Dude fits the noir recipe much better with his complete indifference.
