Interestingly enough, Juan Ovyu was indeed one of Bane's henchmen but was not on the plane. Did CIA not notice? The guy has a lot of aliases (Philip Striver, Karl Tanner, Fookin Legend, etc) so I guess CIA doesn't know what he actually looks like.
