He was chief of operations for a starbase, and then a professor at starfleet academy. And a Senior chief petty officer is a pretty respected position, its about as high as you can get without having a commission.

I imagine in the star trek universe he started as a redshirt, and once you survive 10 away missions you get promoted until you become a senior petty officer and represent a statistical impossible lucky streak that starfleet keeps around like rabbits feet.

Because to go through starfleet academy you have to be the best of the best, and they're trained to handle everything from spatial anomalies to mediating intergalactic blood feuds. And the idea is that they sign up for a lifetime career.

An officer is someone commissioned by a state or governmental body to act on their behalf, so they need to make sure they put their best foot forward. Meanwhile you need NCO's to do the menial tasks that still need to be done, that your officer pool is overqualified for.

theres no rule that says once you become enlisted you cant be an officer, not in the real navy and not in starfleet. i think theres one episode when one of the captains ask and enlisted man why he doesnt go the officer route but i cant recall it.

anyway obrien was an officer in the early episodes but resigned his commission so he wouldnt have to spend his time with those idiots on the bridge and just get drunk all day in the transporter room.

I always assumed that in the early days of their space travel they surgically made themselves look more humanoid because they wanted to appear more like an advanced race. Like the way jappers and chinks would dress in western clothes full on in the 19th century.
It's perfectly believable that subsequent generations might think this shameful, and go back to their traditional appearance, never speaking of it again.
