The point he's making is more specific to the fight against ISIS. Part of the reason these groups are popular is that kids grew up seeing the US and others bombing their countries and feel disaffected. By killing all of them again you are just furthering their point about Western imperialism and so on and creating more disaffected Muslims who hate the West.
That said, these people are already largely firm in their hatred of the West and there isn't much you can do about it except kill them so it's a bit of a catch 22.
