The comics were way too edgy (i am not bashing on it) for a TV show so they had to take a lot of liberties. Also shit hits the fan very early on in the comics, they had to lower its pacing in order to work for normal audience, although I believe they are taking it way too slowly.
I do not think that they wanted a 1:1 adaptation, just a tv series based loosely on some characters by Garth Ennis.

What? There's more happening in the first 3 episodes than in 2 seasons of BCS.
The show takes the ideas and elements of the comics and mashes them into something else. It's worth a watch but it's not as out-there as the comics, which were worth reading because of the ridiculous situations the trio would find themselves in constantly.

Even if you give each of these two scenes it still could have been done in half the episodes. You could argue that the characterization is important but there really hasn't been any other than "Jesse doesn't think his god powers are bad and wants the church to expand" for the last 5 episodes
