I'm not entirely sure that it has failed. While not as ubiquitous as Saw was at the height of its popularity, the latest one just about tripled its budget in the opening weekend gross alone so the studio is certainly gonna keep on keeping on with sequels.

The first saw movie was actually pretty suspenseful and ends with more questions than answers which left people wanting more.
The purge didn't really have any of those, it's more like a loose collection of stories based around a single idea.
