I thought the whole point behind Ozymandias' character is "Man believes the only way to save the world is to destroy it", when the very existence of Doctor Manhattan just barely implied there could have been another way.
He was so sure humanity was not strong enough to save itself, so he had to take humanity into his own hands. Ozymandias believed he was stronger than humanity, and while that may not make him "wrong", it does make him "flawed", which, in the end, makes him human, which is what he was trying NOT to be all along.
