I think it would go this way:
>The First Avenger
Set during World War II. The movie ends with people celebrating the end of the war, hoping this would lead to a better world with no wars.

Set during 70's, that means Cold War and Watergate. Parallels between the SHIELD reveal and the Watergate case are made (The Triskelion is located on the Potomac river and there are two scenes where you can see the hotel).
