It wasn't a flashback. In episode 3 of season 1 homer gets fired from his shitty job and the power plant and becomes a health and safety activist, protesting about how dangerous the power plant is. At the end of the episode he gets hired as the safety inspector for the power plant.

I remember the FXX marathon a couple years ago and watching all the classic seasons with TV; there were so many jokes and references I got which I never understood when I was younger.

Part of the joke is that Homer and his colleagues are treated and act like Average Joes who work at a minimum wage job. When in reality, they are in one of the highest paid and most technical fields a man could get.
