Good shouts for a well-established actor would be David Thewlis, Andy Serkis, Tim Roth (last two are not very likely).
For non-movie actors though Peter Serafinowicz, Mark Heap, Kevin Eldon, Paul Ritter or Paterson Joseph would be great, especially Based Paterson.

They don't need to. Dr Who has reused many actors before. Both Colin Baker and Peter Capaldi appeared as other characters before becoming the Dr. I understand they did offer up some explanation for Capaldi though but I think it's unnecessary.

It's a surprise that out of these the only actor who's already been on the show is Joseph. Modern Doctor Who, like Harry Potter, manages to get loads of great TV actors on it, but often criminally underuses them, except maybe Gambon in that Christmas special.
I was a fan of a Michael Smiley Doctor until he rocked up in that Capaldi Dalek episode, criminally underused as is the tradition.
There are so many great options but Chibnall will probably go for some Tennant/Smith style youngun when Pietro Capaldini leaves.

You're probably memeing but both of these would actually be good, just not very likely. Aidan doesn't actually appear in British TV shows that much and Elba's already 'transcended' and become a worldwide star, a bit like Cumberbatch. Luther was his Doctor. A good bet would be someone who's in the later period of their career, like Capaldi, or a younger nobody, like Smith, rather than someone who's currently running their A game like Elba. Being Doctor Who is basically career poison these days anyway.

Charles Dance or Jonathan Pryce are on my wish list. If they insist on carrying on down the female route (I hope they don't) then I suppose I could see someone like Ruth Wilson in the role. I'm actually more averse to a female Master than I am to a female Doctor.
