Other way around. Crocodiles are lizards. If you told someone "That swamp is full of lizards," and it was full of crocodiles you would be correct. You'd be non-specific, but you'd be correct.

But as far as confusing vagueness goes, I think if you told someone, "There's a dragon in that cave" they would know you meant there's a gigantic dinosaur-like lizard which breathes fire in that cave. They wouldn't go in, get burned to death, and complain as they were dying that you didn't warn them it was a wyvern because they were expecting two additional legs and that surely would have changed EVERYTHING about their decision to walk in.

If anything, wyvern is a less common term that most people would need clarified to begin with, whereas everyone understands the basic properties of a dragon (giant, lizard/dinosaur, fire-breathing). Also wyvern is a stupid word and dragon sounds better, more intimidating and strong, and feels better to say because of all the hard consonants.

Everyone who's making taxonomic justification to calling wyverns dragons is more or less wrong. The addition or subtraction of two frontal limbs, legs at that, is huge in evolutionary life and it means wyverns must be a distant relative to dragons and wyrms, they would never be in the same genus or family: their last common ancestry would belong further back. So the question is would there really be an entire class called "Dragon?" That's odd in two ways, one is that it's odd to call a species the same as the class, like calling a mammalian species "Mammal," and second dragons/wyverns/wyrms are all clearly reptile inspired so presumably they are reptiles making reptilia their class. They might belong together in an order/superorder, but I don't think there is precedent for calling that the same as a species within it either.

It's all fantasy though and authors can call it what they want but the taxonomic argument is flawed.

I'm just guessing based on the fact that's usually how things go in this folk tales, I don't know what is or isn't actually in Europe or what was or wasn't actually in Europe hundreds of years ago. Usually someone does something, and the tale is recorded accurately, then as the tale is re-told over time the details get warped either intentionally or accidentally and eventually snakes turn into fire-breathing flying dragons.
