it has elements of it, but from a narrative perspective i think a genuine bittersweet ending is one where the end-goal comes with a price that almost completely discounts its value.
in this sense, there are many sub-plots that are bitter-sweet (like golum's, the elves', boromir's, frodo's ptsd), and these add some emotional nuance to the primary plot, but ultimately we, the reader/viewer, want the ring to be destroyed and feel little sense of regret once it is.
