I think a lot of the people who dislike Babel or don't understand why it is so highly praised simply aren't looking at it in the correct light. The thing is the film isn't even subtle with its themes, so the problem doesn't really rest on the film itself but with the viewers. Babel is a film that portrays three stories about human miscommunication, and the isolation that results from it. Every moment in the film resonates with this theme, and it is all brilliantly executed. Ironically, the three stories are all interconnected in some way. Now the reason most people have a hard time "getting" this film is because they hang themselves up on the way the film is structured, namely the way the film is split into three separate stories and then loosely tied together. Unfortunately it seems they are incapable of thinking beyond that fact that it's just three stories that are connected, as if that was the only thing to the movie. Of course you're not going to find it interesting if you're this ignorant toward the film.
