Execs had little to nothing to do with it. Shonen Jump did popularity polls all the time (might even still), and Gohan was only popular during the Cell Games. Goku was beating Gohan even when he was dead, and Gohan was the de facto main character.
Toriyama also said in an interview that he more or less changed his mind, and decided that Gohan didn't really fit the main character role as well as Goku.
