I would say it's more Objectivism as opposed to Deontology, both philosophically as well as Rorshach being written as a gritty version of Steve Ditko's Ayn Rand-inspired superheroes "Question" and "Mr. A".

The Comedian realized he didn't have the means nor the knowledge to change the world. Manhattan was outsmarted by a human just a few seconds after he mocked him for being such, while just giving up any plan to save the world from the impending nuclear war because since he could not see his future he thought nuclear war was inevitable when in reality it was Ozymandias' tachyons program specifically designed to cloud Manhattan's vision. Now, Ozy was a fool for spending billions of dollars to prepare a plan to kill 15 million people in order to prevent nuclear war when he and Manhattan together could have solved the problem without much issues, since according to the US government the departure of Manhattan only resulted in escalating tensions between the two superpowers, since the "living nuclear deterrent" of the US government wasn't a threat anymore. Here comes Rorschach whose lack of pragmatic thinking lead straight to his demise.
