Technically, with tommen being the king at that time, ramsay would be fucked. In season 5 littlefinger told cersei that the Boltons were harboring sansa and she ordered him and the Vale knights to punish them. So under the law as it stood, Bolton was a traitor to the realm and the punishment for treason is death. Sansa did nothing wrong.

When Tywin died, Jaime was LC of the Kingsguard and Tyrion was a traitor and disinherited. It's never really explained who became Lord Paramount of the Westerlands. If it was Kevan, he's pretty dead now, so Cersei is the only viable choice. Jaime won't try to stop her claim, and there are no other Lannisters left to try and take Casterly Rock from her, unless the show maybe brings the Lannisport Lannisters into it to oppose her in the Westerlands, which they probably won't.

It's Male-preference Primogeniture, not literally Male Primogeniture. The reason so often women who have legally better claims than men cannot press them is because they rarely can muster enough troops to protect their inheritance or press their claims. They will still inherit if there's no one to press the claim, or if another potential claimant refuses it.
