The Balrog awoke during Durin V reign, Third age, 1980. The events of LOTR happen 1039 years later. No one knew what the Balrog was really, especially the outside world (the dwarves are not really keen on chit-chat with the other races) it was called "Durin's Bane" and its true nature was unknown, and somewhat forgotten by then.
During the fellowship of the ring, Balin did recolonized the Moria successfuly although there weren't any more news from them. Which might have been worrysome but again, dwarves like to cut themselves from the rest of the world sometimes.

I still don't think Gandalf knew about the true nature of Durin's bane, otherwise he would have prevented Balin from getting the moria back. In the movies, maybe Saruman knew because he was "wiser", and told no one because he was a cunt.

Most of the time Gandalf was effectively in charge, but during debates he probably didn't want to get into arguments with Frodo, because the Ring could use the tension to either increase Frodo's paranoia or tempt others to take it themselves.

Plus it's a quest that is supposed to be accomplished by the Free People of Middle-earth, Gandalf is just tagging along and providing just enough help that he's allowed to.

Probably to give Gimli more characterization, he's really the only one of the Fellowship who actually wants to go to Moria, and he and Legolas usually aren't the focus of the story so they get what they can.

Plus it helps progressively increase the tension if Gandalf of all people is afraid of going down there.

1) The Ring is one of a kind and the info about it mostly died along with Isildur,
2) Middle-earth doesn't have modern methods of information, and on top of that Gandalf couldn't risk examining it itself if it really was the One Ring,
3) He's not the expert on magic rings - Saruman was, and he's also always very busy in other shit all over Middle-earth, so he took longer than he should have,
4) If I recall correctly, part of that gap was Frodo preparing the journey/giving away his fortune/procrastinating.

And the menace wasn't as prominent, Sauron was weak at the start of Fellowship and was only secretly rebuilding his forces. That was still a mistake on Gandalf's part: it gave Mordor the time to find and interrogate Gollum.

Gollum had been captured by Aragorn and put in a cage in Mirkwood, and escaped during an orc assault. He found his way to Mordor in hope of finding the Ring, they captured him, and tortured the info out of him that the Ring had been taken by a "Baggins" from "the Shire". As for Smaug, Gandlaf had this exact possibility in mind during the Hobbit. He was tagging along with Thorin in hope of getting Smaug out of Erebor and possibly killed, to make the Eastern front less of a concern.

That probably was a big problem for Sauron, the guy was obsessed with dominating his subjects, and he wouldn't be able to do that with those two. Sauron most likely would have needed to offer a ton of spoils of war for them to bother, and the guy wasn't too keen on sharing his stuff.

Plenty of lesser rings that weren't much more than trinkets. Then you had twenty Great Rings: three for the Elves, seven for the Dwarves, nine for the Men, One for Sauron. All but Sauron's were made by elven smiths, but in time he corrupted the other ones except for the three elven Rings.
The nine human kings who received the rings gained greater force of will to dominate others and live longer, but eventually they turned into undead - the nine Ringwraiths, and Sauron confiscated their rings to better control them.
The seven dwarven rings had unclear power, I think they made their holder luckier and richer but also more greedy. They were either destroyed by dragons at some point, or lost. Balin was hoping to find one when he went to Moria.
The three elven rings had the power to preserve things: Elrond had one that made him a great healer and kept Rivendell a safe haven, Galadriel one that kept Lothlorien unchanged by time. A third Elf named Círdan had one that kept people braver and more willful - he gave it to Gandalf, which is partially why he's so great at inspiring people around him.
