Personal anecdote here. My mother grew up in Mexico. She was born in 1962, and said that around the time she was in elementary school, American shows were just starting to be dubbed into Spanish and being shown on Mexican TV. She says that she remembers watching Speedy Gonzalez with her siblings in Mexico back in the 1960s, and she told me that literally nobody in Mexico found the show even remotely offensive, she said everyone loved it. She actually found it confusing when I told her how some of these cartoons can't be aired today because people find them too "racially insensitive".
