The joke is that he can't draw and yet he thinks its so obvious. Something many adults at the time probably recognise.
The thing is, in the scene, he is in the middle of a public fight with his wife - it is made funnier because it makes him look like more of an idiot.

The "Chuck's Fuck and Suck" theory was invented by neo-simpsons viewers (family guy fans). That isn't the joke. The joke comes from the fact that it used to be called Chuck's Feed and Seed, a standard and unspectacular name. The fact that he sold it to a guy called Sneed, who's name rhymes perfectly with the rest of the shop's name, is where the absurdity comes into it.
