Originally yeah, but Cohen wanted to present Mercury as the imperfect person he was (snorting coke off of midgets for example) rather than the god like, perfect being the rest of Queen wanted him to be. Furthermore, Queen wanted Freddie to die half way through the movie and have the second half follow post-Freddie Queen to show that they are just as strong, and talented as they were when he was alive (spoiler: they aren't at all.) Since Queen wouldn't let hime make the movie unless he did it their way, he said fuck it and dropped the project.
