1, 2 and 7 are the worst, in that order.
1 because they didn't know what to do with Kim and Teri except have them be helpless and useless and the shit they got into was ridiculous.
2 had the same problems with Kim, except taken the stupid up to cougar.
Season 7 is basically built around the "nobody believes Jack" trope which is tiresome, also President Vagina was awful the whole time and didn't become a good character until she met Charles Logan.

Kim gets a lot of shit, but I think she was necessary to give a Jack a personal stake in the show. Otherwise he wouldn't have anyone to live for.
