Chronological anon here, anon asked these in the other thread and I completely missed them so I'll answer them here.

It's clearly a step down from their initial portrayal in War Games, Troughton sold that sheer fear of them and they had a GOAT cliffhanger. I can't place that blame solely on Holmes however, they were portrayed as squabbling in TTD but not to this degree.
The stagnating bit actually makes quite a bit of sense, once you've essentially become king of the hill you have nothing further to strive for, all that's left is the fall.

Frankly, its a bit of a Joker/Batman thing, you don't kill of a great villain if there's more mileage in him. Its a great new take on the Master and I'm glad they didn't throw him in the waste bin when they were done with it.
Also, I've gotta say that the costuming/makeup for the master were fantastic, (Googly eyes aside) he looked awful. That would have been nightmare fuel for me as a kid.
