Tony soprano is a horrible person. You literally can't argue over that.
I wouldn't put Bauer in the same list as the other guys. He's ruthless and kind of a dick, but always does the right thing and saves innocent lives. The rest of the guys are villain protagonists, outright criminals or too selfish. Jack has attempted to sacrifice himself to save other people multiple times.

Nah he was just raised in an environment that made him a tough guy. Everyone he killed or had killed pretty much had it coming and did it to themselves.
Although unfaithful, he was still good to his wife and provided for his family first. There are numerous times in the series that show his good morality, too.
