It's actually perfectly fine to say, I guess it's just more common to say "I'm from the CIA" or "I'm CIA agent __" so the baneposters memefied it

Its actually not that odd. J. Edgar Hoover (the head of the FBI for a long time) used to refer to the Central Intelligence Agency as CIA. As in "those ninnies at CIA..." What is weird is that one agent would refer yo himself as the CIA instead of saying "I'm an officer of the Cia".
