Sicario, much like any post 9/11 inspired memeflick is pretty much useless. They offer nothing, this film is cynical without backing it up, it is jaded for the sake of being jaded and to appeal edgelords.

i really liked the film from an aesthetic stand point and i liked the tone a lot.
but that stuff aside, i agree with you in a way. the core of the film is that in order to stop this bad stuff, we have to ourselves do bad stuff. it's like hitting you over the head with "the world is evil and people are bad" "ends justify the means" and all of that crap. there is nothing really challenging in the movie, you just have to digest this depressing message. it didn't really delve into how these actions affect people apart from emily blunt crying for 30 seconds. it's mainly a vehicle for benicio del toro to be cool and brooding and operator
