No, because "film making" as a term would include pre-production and post-production. Cinematography on the other hand is the physical making of the movie, the art of it. All other elements are dependent on actually filming something, and conversely you could do nothing other than film something and you'll still have a film. The point is it doesn't have to be the traditional method to still be considered cinematography.

What was the purpose of it in that scene? Its use of low key lighting also felt very arbitrary at times. The slow motion, zooming, and quick cuts also got aggravating corny during dramatic moments. I thought the character designs were a good way of getting around the problem a lot of anime has, which is sameface. Plus, you can see a lot of each characters personality in their outfits. Madoka for instance is easily the most pure and innocent of all the girls, and as such her outfits design is nothing more than a cute and girly princess dress. Sayaka on the other hand just wanted to help others. She wanted nothing more for kyoske to be happy and to save people from the witches. As such she has a cape and a sword.
Also the quick cuts are the one thing that really really really bothered me during the show. Its fine if you ignore it, but once you notice it it does get frustrating. I think they removed them from the theatrical releases though.

The character designs were certainly one of the most deliberate parts of the show, but I think the other anon was more talking about using Ume Aoki, especially since her big thing is Hidamari Sketch, which is hardly the same tone. I personally think it was a great choice. Madoka relies pretty heavily on subverting your expectations of a magical girl show, and using those particularly innocent designs helps set that up. If it's jarring during action scenes, I think it's actually more effective.
