Was it inconsistent at times? Sure. People often say, where was "no second chances" when he tried to save the Master, and where was "the man who wouldn't" when he genocided the Racnoss? But I don't think I could find a single person who's never been internally conflicted about something. 10 is an incarnation who really, really wants to be the Doctor, but just gets so mad at the universe ...

There are a few things that could explain it as well. When the teleport finishes we see literally about 98% of his body vanishes including the blood left in the hallway and his brain. Since the whole thing is a closed energy loop it makes sense that that matter is recycled into the new body. As for why the skull isn't used I'm not really sure, but the fact his brain is transferred would mean explain why he has those memories, since the copy is based on the original instant he isn't consciously aware of the new memories until he reaches that point and everything sort of clicks back into place.
