TNG had a GOAT episode in season two (The Measure of a Man).
DS9 had a GOAT episode in season one (Duet) and multiple GOAT episodes in season two (Necessary Evil, Whispers, The Wire)
Voyager had multiple GOAT episodes in season two (Prototype, Death Wish, Tuvix).
Those three shows had weak early seasons, but they had some gold mixed in with the garbage.
