for some reason, during the Al Jean & Mike Reiss years, the episodes kept coming up short.
the sideshow bob rake gag was a similar attempt to get to the minimum length.
then during the David Mirkin era and then in the Bill & Josh era, they almost never used the longer opening sequence because the episodes were coming in too long.
Mike Scully made a conscious decision to cut episodes down to lengths where they could include the entire opening sequence. His thinking was that, in syndication where episodes have to be shorter, the syndication edits would cut from the opening sequence and leave more of the actual evidence intact. But they didn't do it that way. They left the entire opening and made the usual cuts to the episode. Mike Scully was not happy to hear this.
