>Ever see a guy say goodbye to a shoe?
>Yes, once.
Did he see a guy say goodbye to a shoe before Hank did it, or was he referring to what Hank just did?

If he was referring to what Hank just did it would make the joke funnier in my opinion so that is how I and many Simpson's Scholars interpret it.
Before Hank did it.
This has already been explained as a classic case of misdirection. "Ever see a guy say goodbye to a shoe?" is such a bizarre question that, naturally, you expect the answer to be "no."
"Yes, once" is funny because it's not the response you were expecting to such a ridiculous, rhetorical question

This. I actually considered this when I saw it
I love it when jokes just hint at some bigger story. Simpsons and Futurama both have them a lot. Like when Marge has gotten back from the dump and says everyone was nice except one guy with mental problems but she doesn't go in to any more detail.
Or in Futurama where the professor's clone says "whatsa matter? never seen a genius' weiner before?" and Fry responds "Once in the park" and that's all of the story you get.
I dont know why but that stuff cracks me up
