Well, orcs were elves at one point, so they're not total savages. I would imagine there's some sort of pub like places when the Orcs are just chilling in Mordor. They're not quite brainless monsters in the books, it's been forever since I read them but I seem to remember the Hobbits having to drink Orc booze while they were captured, so there is some manner of food industry beyond eating just raw meat.
