The thing is movies have production companies, and then they have things called film festivals where they try to find distribution companies for the movies. Every see a movie from a big director and movie stars come out in a film festival and then it doesn't come out on VOD or theatres until a year later- that's the distribution gap.
Television has the same thing, except as pilots with different networks. House of Cards wasn't made by Netflix, it was made by Kevin Spacey's production company, and then sold to Netflix.
