The US comics aren't behind other Anglo countries at all, they've just gone in a different direction. For example, if you were to compare Bill Burr with Stewart Lee, you may find them both exceptional but for very different reasons. They're pretty much polar opposites, but both funny and insightful in different ways.
Stewart Lee wouldn't work in the States, and Bill Burr would likely have a good following but never hit the mainstream in Britain or get his own comedy show.

The genre itself isn't dead, we're just in a dry spell of solid talent these days. There are a few standouts, but nothing too revolutionary or exciting to look forward too.
In order for the genre to actually be dead there would need to be a total replacement of it; for example silent films are "dead" because they were simply upgraded into films with sound. Nothing has replaced stand up yet (podcasts might take their throne though, but we shall see) so it is still alive, just dormant and uninteresting.

the best comedians have always told jokes and are timeless. the hackish ones are the ones who rely on hot topics and long drawn out stories.
You can watch comedians from the 1980s and even someone not top tier like Ellen Degeneres told jokes that were considered universally funny and weren't one big lecture. And she isn't exactly right wing.
But the ones from another era knew how to craft their minutes tightly- it is a reflection of where they broke into the business. NY and LA comedians have tight sets because they got their start playing 5 and 7 minute sets while ones from other places can be more rambley.
