The TNG writing staff split up as TNG was winding down, half went to DS9 and half went to Voyager.
DS9 was mostly people like Ira Steven Behr, Ronald D. Moore, Rene Echevarria, Hans Beimler and Robert Hewitt Wolfe.
Voyager was mostly people like Brannon Braga, Kenneth Biller, Joe Menosky, Jeri Taylor and Bryan Fuller.
With DS9, Behr ran an open writers' room, where writers were encouraged to come up with new ideas and he would fight for them, whereas with Voyager, Berman created a culture of fear where the writers were afraid to challenge him and so essentially gave up on trying to strive for quality.
After those ended, all the good people left (especially Michael Piller) and what remained for Enterprise was only Voyager's leftover garbage, Berman and Braga.

Not him, but I actually love ENT. It was an attempt to get back to an old-school science fiction adventure series, and while its first two seasons were crap with a couple of bright spots (like every Trek spinoff), I think its third and fourth seasons have some of the best Trek ever filmed.
I especially liked Archer's arc from bumbling overoptimistic The Right Stuff astronaut into the archetypical Starfleet captain.

God, anyone who hates season 3 of ENT I just don't understand. We got for the first time in Trek an entire serialized season. The spheres, T'Pol's evolution, Tripp dealing with the loss of his sister (and central Florida), Archer's boundary crossing and the ship looking like it would get blown up at any minute.
Still one of my favorite seasons, just after season 3 and 5 of TNG, oh, and 4 of DS9.

I don't hate the season, but it's a lot weaker than most remember. It's still bog-standard Anomaly/Alien of the Week episodes for almost the entire first half of the season, but with the >muh Xindi behind it. Once they actually find the Xindi it gets good, but before that it's basically S2.5.

Transformation episodes are always awful. Genesis is the best transformation episode in all of Star Trek, and even that is a dumb piece of shit only saved by the variety of designs. When will they learn?
Also, those religious aliens seemed like a real petty cheap shot at the Bajorans, but with all the subtlety and nuance missing.
