Zolomon was basically alright, he'd have gotten a better reception if Eobard hadn't spoiled everyone the previous season. He's better than most capeshit movie villains, but he came in strong with Enter Zoom and never reached that height again.

A lot of it has to do with the spooky voice and mask. Him being an average guy is kinda' lame.
Plus Teddy Sears' delivery was kinda' bad, even if the few moments he went FULL HAM like when he got high on speed were fun.

The Black Flash is not a villain, he's the grim reaper of speedsters.
Basically, Zolomon was obsessed with not dying and being the fastest man ever, outrunning everyone else. So the Speed Force punishes him by making him a zombie whose entire existence revolves around running after other speedsters and, the moment he catches up, the race is over, so he'll never "win" and the fastest.
