Depends. The early years with Billy West are amazing, the show had wonderful energy. All throughout the 90s it was entertaining, although Stern would often bitch about radio related shit too much which got tedious. Artie coming on brought new life to the show. The first ~6 years of Sirius were amazing and there has never been anything as exciting in radio. Stern gave a shit about the show and it showed. Artie's last three months to present day has become an embarrassing trainwreck.

All of them are talentless hacks compared to Billy West. He was the only guy on the show with any real comedic talent, except for Artie, but Artie was fat and lazy.

The terrestrial days were better. They actually had to try and write material without going to the lowest common denominator.
You can be very crude without swearing. Howard was at his best when he had to be creative.
The 90s was Howard's time. He had two huge scandals that fueled the show. OJ Simpson trial created the best content. Also, the guests were much better. Loved his interview with prime Julia Roberts.
When 9/11 happened the show took a dip in quality. The only thing holding them up was Artie.

Hearing all the crew flip their shit out during 911 and Howard lamenting that America should just bomb every country to keep them in line was fucking hilarious. He could not have made Americans look worse if he'd tried.

Billy was on just as Ren+Stimpy was taking off as part of the blossoming of early 90's TV. The tension between Jackie and Howard was rising. It was magic.
