how would making valyrian steel with dragons actually work if it were true? wouldn't the dragons not actually have any effect if they weren't magic, and simply a product of the return of magic? being sired by divine or preternatural powers doesn't always result in the latent ability of the former in the product itself in most cases of fantasy

Also cold steel burns like fire so it doesn't need to light with fire. Just needs to be red. I think it may be oathkeeper or widows wail due to coming from ice which is water so the first forging breaks the blade in two. Second it's forged by the lion. Or used to kill a lannister.

Just because they have fire glands doesn't mean they're not magical, it just means that the fire is generated inside them rather than in their mouth. They are considered 'fire made flesh', and lore-wise I'd guess they have some kind of magical forge inside them that can be channeled through those glands.
I also don't think that magic ever really left. Magic is kind of like a craft or even a science, and when the knowledge on how to do it is lost (with the Children of the Forest, with Old Valyria, etc) so is the magic. After all, warlocks and shadowbinders and stuff still existed in Essos.
