It's not inconsistent. Vanessa's entire characterization is that she is an evil person who struggles and often fails to be a decent person.
We've seen her overwhelm Lucifer twice now - not through faith or love or kindness, but on his own terms, black magical duels where her hate and anger and suffering was measured against his and found him lacking. Technically I think she's more qualified to run Hell at this point than he is.
