Charles wanted her to be "normal" in FC.
She made up a form for herself that required low maintenance and thus could be held for a long time.
"Normal" Mystique is essentially a pallette swap of blue Mystique with longer hair. That's why it's fine for her to wear it during FC and DOFP.
I guess the in-universe reasoning she stayed JLaw for most of the movie is that she didn't want to be recognized as THE HERO. She could've morphed back when with Charles and Erik, though.
