It's like Caligula, it's about this emperor or king or someone. It's an Italian film, from the 70s I believe. There's a lot of debauched sex scenes.
The ending is what really stuck with me. The emperor is an old man, and he's reflecting on his younger years as a degenerate. He's all alone in this dark room, and he's hallucinating that he's seeing himself dance with this girl. But it's like marionettes, not actually him and her. And there's this creepy, melodramatic music playing.

Then a woman starts dancing with one of these ships captains, apparently dances off into the night and they're never seen again...Or something? That's the end of the movie.

I saw this animated movie when I was a kid and I've since become obsessed with finding it (I've looked numerous times for it online).
It looked like the French animated movie, Fantastic Planet but of an inferior quality. It had like a boy riding on a winged creature of some kind, crossing a mountain range while another winged creature (could be a bird but not sure) tried to hunt him down. I think they were trying to get to a castle somewhere. This was of course just one scene from the movie.

I remember seeing Rumble in the Bronx in the theater with my mom, and thinking it was amazing but also strange as fuck.
It was the movie that made Jackie Chan a star in the US, but I'd also seen plenty of kung fu movies and this one was just bizarre.
It was only recently that I looked up the production details and the strange factor came from the fact that they used a dozen different locations, nationalities, and dubs. It just has just a distinct feeling to it. It's supposed to be NYC but it's more of a postmodern pastiche type movie than most things explicitly trying for that.

One part had a woman in some building, maybe a church or something, running from what I think was her boyfriend. The zombies could talk.
