That's certainly a possibility. Another is maybe he lost his touch. He seemed pretty passionate about film-making in the beginning. Maybe he got too far removed from the artistic side of things and too arrogant for his own good. How long had it been since he was involved with actual film production before the Phantom Menace? Then he jumps into this super ambitious project surrounded by a bunch of yes-men.

I think this is it. In the beginning of his career, he was a young rebel struggling against the man and the corporate studios. He had to fight to get his movies made the way he wanted and that forced him to put time and effort into them. After his big success and the vast wealth from that success, he no longer needed to struggle against the man. He had become the man.
