I've never been captain of a ship, but I'd assume a captain has to keep an accurate log of the day's events should the ship ever be destroyed/crew killed/end of mission debrief.

The little personal entries are just further explanation of an encounter. What you generally see are the accounts of those encounters. the rest of the logs are just run of the mill "engineer X remodulated the diagnostics. Nominal. threat of mutiny by jewish crewmembers quashed again."

Transporters aren't just for people, there's supplies and equipment too, the transporter chief would basically be in charge of restocking the ship whenever they go to starbases, and they'd need to be in place during regular operations to handle difficult transports that the computer can't do alone like when there's crazy planetary atmospheres or damage to the ship they're on.

Plus, if you want to evacuate the ship it's much more efficient to get everyone to queue up and do 8 people at a time (or more as most ships have multiple transporter rooms) than randomly doing one at a time from wherever you can find them on the ship.
