Jerry's oligation is to go out with him to Mendy's. What Bania orders is irrelevant.
If he wasn't hungry he should have called Jerry beforehand and told him about the hotdog, then tried to reschedule.
Jerry didn't want the suit and reluctantly accepted it to begin with. Kramer turned the gift into a mutual exchange with Jerry having to take Bania out to Mendy's. Bania retroactively changed the gift into a mutual exchange. Strike one, Bania.
Then Bania calls up Jerry and says he wants to go to Mendy's and Jerry agrees to take him, completely on Bania's schedule. Bania gets to the restaurant and decides, once again retroactively, that he doesn't want this to be the dinner so he gets just a soup. Jerry didn't force Bania to come to Mendy's at a time when he wasn't hungry. Bania decided on the time.
Bania was wrong. Twice he made a modification to the understood agreement ex post facto and twice Jerry just went along with it.

Well technically Jerry didn't buy him a meal. However, who says that Jerry can't just buy him a lunch and drop it off at his house, or just order a meal at the restaurant and place it in front of Bania. No one says Bania has to eat the meal, Jerry just has to buy him one.
Soup is a meal. It's an entree at countless restaurants. Bania was nothing but a parasite and it was made clear at many times over the series.
