Stop trying to fit every character in every episode. It's frustrating to see seven subplots increment by some infinitesimal baby step. It feels like nothing at all happened in each episode. Instead, just follow maybe two storylines per episode, or even just a single one. It's not like the storylines depend on each other, most of them are actually completely disjunct. If they do meet at some point towards the end, then make them meet in the finale, but that doesn't mean that we have to hear every single character have two lines per episode.
Also make the storytelling more efficient. There are so many sequences that could have been cut out, that don't even offer any kind of character development, it's ridiculous.
