The easy answer is, of course, because it's a TV show and the TARDIS is a prop. But in-universe, you're thinking too literally, in my opinion. TARDISes are strange semi-sentient entities. When there's a fault like the chameleon circuit being broken there's no reason it has to be so straight-forward. It doesn't necessarily mean it has to look exactly the same all the time and can't change. It could just mean that it's stuck on the concept of "police box" and will only work within that definition. And all those designs, although different, are obviously still poice boxes.

Moff expects you to get the point, which is that the Doctor and Clara mutually decided to end their relationship. Whether or not the Doctor regained his memory of Clara, or was only pretending to lose it, or partially remembers, is almost a moot point. It doesn't change the fact that when he found his TARDIS with Clara's message inside, he knew it was time to move on and that he shouldn't go looking for her.

There will probably be some time fuckery either in S10 or Class in the vein of Matt Smith's phone call, but she's not going to actually come back.

Alright, I watched it so here's my lazy brief review about it:
Man, that was dreamlike, a certain atmosphere that not a single NuWho episode has captured until now. I liked how it was only Capaldi screwing around, trying to solve a puzzle for 45 minutes, I love when The Doctor talks to himself or to the audience so this episode was like a treat to me.
I won't pretend to understand some parts of it, though, especially the hybrid part. Is he part time lord part human? I guess I'll understand that when I watch Hell Bent. Anyways, it was a really good episode, different from the rest, it lived up to the hype, I'm really happy.
Now let's see how disappointing Hell Bent is by comparison.

Remove the "family" label from it so it could in many different directions. Not that it needs to be more like Torchwood (which it definitely doesn't), but more episodes in the vein of Dark Water would be great. It sucks that parents constantly complain over 'muh family television' when Who attempts to address something dark in a mature way.

Less reliance on season arcs, more high-quality individual episodes. Especially stop doing stuff like using "my name's Davros!" as a cliffhanger when he hadn't been in the show for seven years. (The writers-room approach will probably help). Stop using recurring monsters like Daleks, Cybermen etc in the trailersl - no one's excited to see a Dalek anymore, it's been done to death - in favor of things like "Vincent Van Gogh episode with Bill Nighy!" that have more broad appeal.

It's really odd. s8 had the highest average L+7 ratings of all NuWho series here in the UK. Then dropped off a cliff at the start of s9. and didn't recover.

Davros is almost as synonymous with Doctor Who as the Daleks themselves; everybody knows who he is.

And even if you don't, the Doctor's reaction, the music, the direction and the cliffhanger are ALL enough to show to any casual veiwer that, whoever he is, Davros is a big deal. It works regardless of if you know who he is or not, it just works better if you know him I guess

Ive seen Genesis of the Daleks and the Five Doctors. Did the latter because I hear it's a good way to see which one you want to start with. Enjoyed both episodes.

Start with Unearthly Child if you're a completionist, or start with Spearhead From Space if you don't want to deal with black and white, slow pacing and missing episodes.

Season 8 (Pertwee) is very filmic and high concept, very serious and very good. It then settles down into the camp, funny kind of B-movie sci-fi we know and love.

A lot of people suggest starting with Tom Baker, which is what I did, but idk.

so yeah praise JNT for immediately fixing up the tone/cult-of-boilersuit-tom in 1980, but soon thereafter you had 3 chicks in the tardis and then all kinds of campy low-budget !!! that peri's magnanimous tits couldn't even save from being marginalized into some form of self-parody (was it JNT who started the doctors having ?s on their suits? IIRC tom baker eventually got a ? on his maroon pimpsuit, colin baker had a ? or 2 on his collars as well, then sylvester mccoy had a whole stomach chock full of ?s via the sweatervest.

so yeah while i will always <3 the campiness/cheesiness/cheapness of the 80s in a (dare i say?) somewhat ironic way as a connoisseur of "fun-bad"--- not to mention peri and ace FTW (ace grows on you over time with her understated sexuality magnified by her ACTUAL USEFULNESS! she had ladders and explosives FFS! that helps!) ---- yeah still everyone's favorite hawaiian-shirt-rocking-gay-guy (not to be confused with the chainsmoking "big gay showrunner" that was RTD) kind of took dr who to a place where it had to go away for ~15yrs (save a goofy TV movie) and yeah, say what you want about the boilersuit tom comedy (half?) hour but at least it got some ratings dammit!
