It being any other shape or size is inconsequential to the plot.
Its basically a thing they have to destroy because its powerful. It doesn't move, and its not finished.
And the story of V and VI are vastly different.
Frankly it makes sense that the empire would rebuild the same thing they had been designing for 15 years, rather than just suddenly come up with a new idea.
