Through conquests and war, and then later through marriages and diplomacy, the Kings of Winter defeated all the other rival Kings and became the sole Kings of the entire North. The title then passed by family dynasty, not through Lords' choice. If a King's heir was a cripple, that cripple would be King.
In the show, Robb made no will and Robb had no son. Bran Stark is Robb's lawful heir, by all the laws of the North.
