I think it mostly had to do with the editing. The average shot length was something like 3 seconds, which makes it difficult to understand whats going on, especially on a first viewing. But, after watching it 3 times, it's a pretty straight forward revenge movie.

Quantum is a film that makes little to no sense, with terrible characters, and a plot twist so awful it makes me think M Night Shymalan was directing it.

>the car chase cuts erratically making the audience's sense of space impossible to comprehend
>the foot chase is shit, partially because they weren't allowed to fire any guns, but also because it needlessly cuts to a bull fight or something for no fucking reason
>Bond walks into a hotel room and kills a guy, the lady at the front desk mistakes him for the assassin and gives him a breifcase with important plot details (that's convenient)
>Bond leaves the hotel and the Quantum Bond girl offers him a ride because she also mistakes him (that's convenient)
>the Bond girl tries to kill Bond from point blank and completely misses (that's convenient)
>rather than try to shoot him again she lets him get out of the car and drives away (that's convenient)
>then another guy shows up and gives Bond a motorcycle so he can chase after her (that's convenient)

what happens after that I don't know, but it involves:

>Strawberry Fields arrives, has sex with Bond, and dies in about ten minutes. She's pointlessly covered in oil as a call back to Goldfinger, even though Greene's plot is monopolizing water, not oil.
